learning outcomes based PD

Message:

I support the premise that sound PD of teachers should be based around the task of improving learning. This assumes an acceptable means of measuring learning outcomes. What best practice is out there which is not based in restrictive grade based assessment of both existing understanding and new levels of understanding?
