I work on a national project that is evaluating how best to get research-based practices into schools. We learned that you can't begin to build capacity unless you have a thorough understanding of what is currently going on in your school. We recommend that schools districts conduct comprehensive needs assessments (both at the district and school levels) prior to building capacity in any one area. This seems to have been a real eye opening experience for the districts that we work with.
