I think that Sheila brings some important points to the discussion. The development of standards through ISTE is an important step in this direction. In my experience as a Tech Director I see the need for capacity building in schools. We need to build the capacity for technology to work. This capacity includes infrastructure and support. Teachers are frustrated by technical problems and lack of support in understanding the technology. We need to create capacity in our teachers by requiring an understanding in the use of technology and its supporting role in learning. I support Sheila's targeting of administrators as educational leaders in this area. I see how important the administrator's role is in supporting and encouraging professional growth in technology. Too often technology becomes a baby sitter or reward in a classroom. Technology isn't being leveraged to change the educational paradigm. Students are not using these tools to gather, organize and share learning. Teachers are not using these tools to break the isolation of the classroom and bring in the other world experiences that are available with technology.
