Bilingual Immersion

Message:
Thanks Doug for your response as there ARE many different scenarios for a "program". It certainly is a "one size does not fir all" situtation. So, if the studnet is not literate in his/her native language (aside from verbal and sight words), would English immersion be better than a program that teaches him/her to read and write in native language ... and then English?
