Usually that is the real problem.  Too often instructors do not receive the support they need to do the job properly. A lack of willingness to put principles ahead of personal protection is frequently the cause. Many administrators follow the adage, "Don't make a wave!"  Let's try putting the right people in charge, not simply the politicians.
