THE PRACTICE: The Community - Schools cannot succeed as independent "islands" within their communities. Agencies, organizations, and individuals in the community can offer powerful support in the setting of school goals and program implementation.

• National Education Goals, available online at http://www.ed.gov/legislation/GOALS2000/TheAct/sec102.html, includes the following two goals:
  • Goal 1: "By the year 2000, all children in America will start school ready to learn."

  • Goal 8: "By the year 2000, every school will promote partnerships that will increase parental participation in promoting the social, emotional, and academic growth of children."
