Summary

The practice: Professional development should incorporate evaluation of multiple sources of information on (a) outcomes for students and (b) the instruction and other processes that are involved in implementing the lessons learned.

Lawrence Public Schools in Lawrence, Kansas use a variety of data to evaluate professional development programs in accordance with their "results based staff development" policy. Instead of giving in-service credit for seat-time at workshops, the district requires evidence of implementation.

Local in-service councils use teacher surveys, teacher journals, teacher portfolios, assessments by training and curriculum staff, and before-and-after videotapes to monitor development of skills. Councils and coordinators compile their data and report levels of implementation to the district. In addition, the district annually provides multiple measures of student performance to each school, and schools use the data to make changes to staff development action plans. Site visits affirmed that the Lawrence Public Schools evaluation practices created a strong feedback loop between modifications to professional development initiatives and student and teacher outcomes.
